In my Despatch Confidential of the

10th. of last January I said that it had been argued by the

Opium Merchants that the consumption of Indian Opium in

countries other than China has largely decreased in the last

three years. It would be interesting to ascertain with some

precision what the actual facts are in each of the countries

which purchase the Indian drug. I observe for instance that in

the case of French Indo-China the import of Indian Opium

actually increased in 1908-1909 the latest year for which

figures are available from 1,379 to 2,346 Cwt. The Indian

Statistics are not available for any later date. (Cd. 5,109,

page 77.)
